inverse care law states that access to social care or quality varies inverse proportion to their need in the geographic area. Enunciated by Julian Tudor Hart in 1971, the term has been widely adopted.
The law states: "The availability of good medical care tends to vary inversely with the need of the assisted population. ... This is true more intensely where medical care is more exposed to market forces and less where exposure is reduced. " (Hart, 1971)
reverse laws are common and arise because of the inequality and lack of social justice. In most areas of life, almost all accept this situation. The fact that the rich have more clothes than strictly "necessary" is not a major concern. But it is disturbing that an inverse law is fulfilled in health, offends the sense of justice, an element that forms the basis of the existence of the National Health Service in different countries.
